Aleksandrs ANTONOVS is a high level expert with over 24-year extensive experience in strategic planning, public administration reform management, regional development, and foreign aid coordination. In his position as a high-ranking official in the Ministry of Finance, Alex headed the foreign aid coordination function in the government of Latvia, directly working with six prime ministers, as well as collaborating with international development partners in European Commission, IMF, UN and World Bank. As a state secretary Alex, ran the Ministry of Environment and Regional Development, being the key responsible authority for the regional development, environment, ICT and e-government policy. Alex gained extensive international consulting experience working in twinning and technical assistance, training and consultancy projects in Armenia, Azerbaijan, Bosnia and Herzegovina, Botswana, Belarus, Cambodia, Croatia, Latvia, Macedonia, Moldova, Mongolia, Montenegro, Romania and Ukraine.

Nellija Titova is a high level expert with extensive experience in Education and Science, internationalisation, and collaboration with international development partners. As a Head of Office for Minister of Education and Science prof. Roberts Kilis, Nellija set the work agenda and dealt with the whole range of the EU and government initiatives in Educations, Science, Sports, and Youth issues as well as dialogue with social partners and civil society. For five years Nellija successfully operated as Director for Executive Education and Executive MBA in the Stockholm School of Economics in Riga (ranked 26th in the world in Executive Education by the Financial Times in 2018). She served for four years as a Financial Director dealing with fund-raising in the University Capacity Building Project “EuroFaculty” in the three Baltic Countries working with eleven donor-countries. Nellija has an extensive international experience. As a high level civil servant, she participated in numerous EU-level dialogues, worked as an expert in OECD SIGMA projects, headed Latvian delegation in ASEAN, recruited paying student for MBA and Executive Programmes from fifteen countries, all the while gaining in-depth understanding of development partnerships and strategic network.

GRUBERTE
is a senior expert, having more than 24 years of professional experience related to strategic planning and public policy development, monitoring and evaluation, accountability and processes efficiency, foreign aid coordination at national and EU-wide level. For more than 11 years Dace has been working as a public official in Ministry of Finance in Latvia dealing with the EU funds and bi-lateral and multi-lateral donor programmes management. Dace has taken an active part in programming of EU funds for 3 multi-annual EU budget periods, as well as development of EU Funds institutional framework and management and control system. Since 2014 Dace works as a consultant for national governments not only in Central and Eastern Europe, but also contributes to EU-wide consultancy projects, and projects in Asia. Dace has worked with the international organizations, such as European Commission, UNDP, and the World Bank. She has implemented the consultancy projects aimed at operational efficiency of the institutions, capacity development, policy planning, monitoring and evaluation.
